    Following the successful review of the Authority's procurement function, and a short break, I was asked to return to SYMCA, to take a lead on a particularly complex, high value and politically sensitive procurement project. With another contractual commitment starting in January 2021 I had only two months to get the procurement project into shape and ready for handover to the in-house procurement team to complete.

    As the Authority prepared to lay before Parliament its final proposals to take on-board new devolved powers and millions of pounds in new funding, I was appointed to conduct a comprehensive, root and branch review of the Authority's procurement function. This was a major piece of work following an action agreed with the Authority's Audit and Standards Committee. The review identified the need for new procurement rules, documents, procedures and guidance and led me to develop, amongst other things: ~ new Contract Procedure Rules (CPRs) to regulate procurement management and authorisation, ~ a complete suite of template tender documents for use in sub and above OJEU procurements, ~ new tender evaluation methodology, processes and guidance, ~ draft Procurement Policy and Strategy for 2020-2025. Covid-19 required the adoption of new ways of working but this did not affect the performance of the contract which was successfully delivered remotely from day seven.
