With another contractual commitment starting in January 2021 I had only two months to get the procurement project into shape and ready for handover to the in-house procurement team to complete.

This was a major piece of work following an action agreed with the Authority's Audit and Standards Committee. The review identified the need for new procurement rules, documents, procedures and guidance and led me to develop, amongst other things: ~ new Contract Procedure Rules (CPRs) to regulate procurement management and authorisation, ~ a complete suite of template tender documents for use in sub and above OJEU procurements, ~ new tender evaluation methodology, processes and guidance, ~ draft Procurement Policy and Strategy for 2020-2025. Covid-19 required the adoption of new ways of working but this did not affect the performance of the contract which was successfully delivered remotely from day seven.
