Charles in a few words

GIS analyst, data visualization specialist, and data scientist who specializes in creating interactive and dynamic content that translates difficult scientific information into understandable and consumable material for target audiences or the general public. I also specialize in utilizing various coding languages to streamline data processing workflows that maintain and regularly update large datasets. When I am not hard at work, I enjoy creating metal sculptures and metal wall artwork, traveling to new cities to experience other cultures, exploring the great outdoors, and playing my violin.

State of Alaska

GIS Analyst III - COVID-19 Data Dissemination Task Force Dashboard Manager and Data Scientist

Anchorage, AK, USA

March 2021 - Today (1 year and 5 months)

My roles with the state involve creating data visualizations, interactive tables, dashboards, and maps that track the progression COVID-19 in the state of Alaska, and then relays that information to the general public. I also create and maintain automated data processing workflows that process large datasets of COVID-19 information for the State of Alaska to ensure that all visualizations, maps, tables, and tools built under my supervision are reliably updated quickly and correctly.

Portland State University

Geographic Information Systems Analyst

Portland, OR, USA

January 2019 - March 2021 (2 years and 2 months)

Working as an intern for Dr. Alida Cantor, I collected and analyzed data using online sources and python, as well as created maps for research pertaining to the cultural and environmental impact of hay alfalfa crop production in regions of central and southern California. This research involves using ArcMap 10.6.1 and QGIS to conduct GIS analysis on alfalfa crops in California during droughts in between 2011 – 2017. The final result of the analysis was a series of maps that were then used as primary results for a paper that was published in July, 2022.

Portland State University

Geographic Information Systems Analyst

Portland, OR, USA

January 2019 - October 2019 (9 months)

Working as an intern for Dr. Alida Cantor, I collected and analyzed data using online sources and python, as well as created maps with QGIS for research pertaining to the cultural and environmental impact of sugar cane crop production on local water systems within Maui, Hawaii. This research involved analyzing how sugar cane crop irrigation ditches that are dug across Maui's higher moisture zones might affect the natural flow of water down from the two prominent volcanoes on the island to the ocean, which would in turn also affect the traditional Hawaiian Ahupua'a resource zones that make up the entire island. The maps created were used in the final paper and were published in Jul, 2021.

Geographic Information Systems Technician

Portland, OR, USA

January 2019 - July 2019 (6 months)

Coordinate and collect data from the Oregon Department of State Lands (DSL) to georeference Legal Wetland Inventories (LWIs) PDF maps in order to update and standardize the older maps to new standards so that they may become more accessible to state agencies, local governments, and private citizens. This work involved collecting LWI PDF maps from the DSL that were created approximately 10 – 25 years ago, georeferencing them to a spatial coordinate system within ArcMap 10.6.1, digitizing information found on the map to DSL LWI standards, creating and filing necessary information into attribute tables for the newly created digitized layers, uploading all newly created layers to a geodatabase, and creating metadata for the geodatabase and all feature classes that it contained.

Collect data and create maps for research pertaining to crime rates in connection to mental health facility closures in the state of California from years 2001-2011. Use ArcGIS and QGIS to compile maps, navigate online sources to collect data, use Excel and tools with ArcGIS to edit attribute tables, and use tools with both GIS platforms to represent data on a projected surface.
